Exports to Nepal will be considered as zero-rated supply. Please note that as per definition of export of goods, there is no condition linked to repatriation of forex unlike definition of export of services. You may please refer to para 2(f) of circular 5/5/2017-GST dt. 11 Aug, 2017 in this regard. Also please refer para 2(k) of circular 8/8/2017-GST dt. 4 Oct, 2017. Export of goods to Nepal will be zero-rated. And LUT or payment (with refund) method may be followed.
