GST on reverse charge basis
If a person has paid freight and other charges related to a purchase transaction alongwith GST to a transporter. Whether
he will be out of Reverse charge liability and still claim input credit for GST paid

No , he will not be out of RCM liability . so until and unless he pays the RCM he can not claim the input
