gst on transporters
If a transporter is charging GST @12% whether Recepient of Service will be out of Reverse Charge and claim GST paid on
Freight etc

Yes , as the 12% rate is for forward charge and not the reverse charge which is 5%.

Yes it is not required to be covered under RCM as rate for
GST for RCM is 5%.
