ICAI has always been concerned about the tendering process and fair evaluation of tenders especially in case of hiring Professional Services.

In order to monitor, analyse and streamline the decisions taken by Council from time to time, a Group on "Monitoring the Tendering issues” has been constituted. The Group shall call for the Cost Sheets which are to be maintained by members of the Institute while responding to tenders, monitor and analyse these sheet vis-à-vis the bids quoted by CAs in all the permissible tenders. The Group may refer the deviations at appropriate levels and call for peer review of the said assignments in cases of abnormal difference between L1 and L2.

In view of above, we wish to reiterate that the Members of ICAI may make a note of below while responding to tenders:

 1.The Cost sheet in the format (available at link https://resource.cdn.icai.org/38366pdc28039.pdf is to be maintained for each tender responded for producing the same to ICAI, whenever called for.
 2.Strict adherence of the Notification dated 7th April, 2016 (available at link https://www.icai.org/new_post.html?post_id=12547, else will lead to non-adherence of the Council Decision and may attract disciplinary proceedings as per the Second Schedule Part II of The Chartered Accountants Act, 1949.
