public borrowings/finanxial institutions

in section 139(2) of companies act public borrowings from financial institutions .... whats is the meaning of public borrowings or what is the meaning of financial institutions please....... public borrowings as per defination is tradable instrument

Financial Institution is defined u/s 2(39) of the Companies Act, 2013-financial institution includes a scheduled bank, and any other financial institution defined or notified under the Reserve Bank of India Act, 1934 (2 of 1934); and financing from those institutions are public financing.
