In my opinion Yes. As a matter of contractual obligation, the Doctor in addition to Salaries of his Staff, may agree to contribute or pay Insurance Premiums of his Staff for the their It is like any other welfare measure hence can be claimed as expenditure in his Income and Expenditure Account.
