Signing of Project Report by CA.
Respected Sir/Madam,
Please clarify whether project report can be signed by a CA ? As there are various regulatory bodies such as Pollution Control Board, etc. are demanding CA signed Project Report. If no, please provide the reference of the Act under which it is not permissible and if yes, then what are the precautions to be taken before signing the project report.

RBI has clarified vide order no.DOR0021/04.03.001/2020-21 dated 3 April, 2021 that they have not issued any circular/instruction mandating signing of project report by CA. However, credit related issues are mostly deregulated. Also, as per the Chartered Accountants Act, CA shall be guilty of professional misconduct if he signs prospective figures without complying with provisions of SAE 3400.
